A Multi-Agent System (MAS) is proposed to enable Fund Allocating Agencies (FAAs) to efficiently disburse limited funds to deserving recipients (Fund Seekers) while ensuring transparent monitoring of resource use, specifically for research, development, and educational initiatives. Targeting Indian funding bodies—including the UGC, DST, and DIT—and beneficiary institutions such as universities and colleges, the system employs five specialized agents: Coordinator, Fund Allocating Agency, Fund Allocator, Fund Seeker, and Monitor, each performing distinct decision-making and oversight functions. The MAS framework captures the distributed, competitive nature of resource allocation through autonomous agents that interact and coordinate to achieve collective goals. This paper outlines the design methodology and implementation requirements, including necessary computational and networking infrastructure for agent communication.
